Accountable
For City representatives and officials to have the trust and confidence of the public, they need to be accountable to the procedures and by-laws that govern City operations. Integrity is a prerequisite, honesty a necessity and openness an opportunity.
a. Executive Policy Committee should be selected by Council as a whole.
b. The City CAO should be both an administrator and planner. The City needs, and needs to follow, a strategic plan to guide department decision-making and budgets.
c. Winnipeg should have an independent Ombudsman to monitor government functions.
d. Create a Planning and Infrastructure Economic Analysis Unit within Planning, Property and Development for public focused cost-benefit analysis of all new development.
e. Commit to making data and information about City operations and decisions available in a timely, fully accessible, and machine readable format.
