The City needs the staff, equipment and funding to manage and maintain City services. Otherwise we pay more for consultants, privatization and failure. We get what we pay for and therefore we as a City need to invest appropriately.
a. Take a policy position to avoid further privatization and contract in where possible.
b. Develop positive working relations with the Provincial government.
c. Adopt the principles and recommendations of the 2014 Alternative Municipal Budget for budgeting, including making investment decisions that have a clear rationale, and are based on community needs and priorities as identified in the OurWinnipeg Plan, and other City of Winnipeg planning/policy documents.
d. Adopt a procurement strategy that utilizes life-cycle accounting and considers the added economic, social and environmental value of purchasing from social enterprises and other businesses that generate community benefit. This can be achieved through the inclusion of Community Benefit Clauses in contracts and purchases.
